You make excellent points. I'm a former staffer on Capitol Hill in D.C. and can vouch for the constant need for governmental entities to get outside input. It's not practical to hire all the experts needed, or to appoint them through the political process. Finding new and innovative ways to harness the tremendous brainpower outside of the "four walls" is critical. I'm currently working with some other people who are pushing the Government 2.0 concept along these same lines. Don Tapscott and Steve Papermaster of nGenera are focusing in on this as part of their new venture's overall mission http://is.gd/cjx.
